Goa EV Policy 2021 targets to sell only Electric Two-Wheelers in the State post-2030

  • Goa EV Policy 2021 Notification Date: December 2021 (Cabinet Approval on 04-12-2021)
  • Validity: Goa EV Policy 2021 is valid for a period of FIVE years from the date of issue Gazette Notification of this policy
  • As per the “Goa Electric Mobility Promotion Policy 2021“, the subsidies & incentives offered by Goa Government will be in addition to incentives available in FAME II incentives of Government of India

Policy Vision, Objectives & Keypoints (EV Policy Goa)

  • To establish Goa state as a model of International Standards for Electric Vehicle adoption across passenger and commercial segments, supported by a world-class charging infrastructure and eco-system
  • 30% of annual vehicles registered in Goa, starting from the year 2025, would be electric.
  • To convert 50% of all ferries to electric by 2025.
  • To create 10,000 direct and indirect jobs in the sector by 2025.
  • To encourage start-ups and investment in the field of electric mobility and associated sectors.
  • To promote service units which would include electric vehicles and battery repair and maintenance stations
  • To promote R&D, innovation and skill development within the EV sector.
  • Financial Incentives – Purchase incentives, Scrapping incentives, Interest subvention on loans.
  • To provide waiver on road tax and registration fees.
  • To establish a wide network of charging stations and swappable battery stations, and develop publicly owned database of the same.

Purchase Incentives and Scrappage Incentives

Subsidy on Electric Vehicles in GOA (Check point Nos. 1 to 6)

(1) Electric Two-Wheelers (CMVR Category L1 & l2)

  • The incentives for electric two-wheelers shall be based on the electric vehicle battery capacity (i.e energy content measured in kWh)

  • All two-wheelers involved in commercial activity operating in Goa shall switch to complete electric by 31st December, 2025
  • Beyond 31st December 2030, all the two wheelers sold in the state of Goa to be 100% electric. However, the existing registered ICE vehicles shall be allowed to operate until their end of life
  • Individuals, delivery service providers, two wheeler rental operators etc., who commit to switch to electric two wheelers, shall be eligible for financing support from Convergence Energy Services Limited (CESL)

Purchase & Scrappage Incentives on e-Auots (Goa EV Policy)
  • Interest subvention on loans and/or hire purchase scheme for purchase of an e-auto would be applicable, only if the loan is availed from the Convergence Energy Services Limited (CESL)
  • The auto-rickshaw permits linked to the de-registered ICE vehicle can be surrendered and exchanged for an e-auto permit at no additional cost

(3) E-Rickshaws & E-Carts

  • Purchase Incentive of Rs. 30,000/- per e-rickshaw or e-cart
  • Scrappage Incentive NOT Applicable
  • Interest subvention of 5% on loans and/or hire purchase scheme for the purchase of an E-rickshaws and E-carts models certified by ARAI having an advanced battery
  • Interest subvention is applicable only if the loan is availed from the Convergence Energy Services Limited (CESL)

(4) Electric Goods Carrier (CMVR Categories L5N & N1)

  • Applicable to L5N (three-wheelers Cargo) CMVR Vehicle Category
  • Applicable to N1 (four-wheelers Cargo) CMVR Vehicle Category
  • Puchase Incentives of ₹30,000 per vehicle
  • Scrappage Incentive of ₹10,000 per Vehicle
  • Interest subvention of 5% on loans and/or hire purchase scheme for the purchase of an e-auto [applicable, only if the loan is availed from the Convergence Energy Services Limited (CESL)]

(5) Electric Cars / Four Wheelers (CMVR Category M1)

  • Puchase Incentives of ₹10,000 per KWh of Battery Capacity (Capping Limit ₹1,50,000 per vehicle)
  • Scrappage Incentive NOT Applicable

(6) Electric Buses (CMVR Category M2 & M3)

  • To providing appropriate incentives and other support necessary to ensure that pure electric buses constitute at least 50% of all new stage-carriage buses (for all public transport vehicles with 15 seats or more) procured for the city fleet with target induction of 500 pure electric buses by 2025

Road Tax and Registration fees shall be waived for all Battery Electric Vehicles during the Policy Period

Manufacturing (Supply Side) Incentives

(1) For Pioneer (FCI 100 to 250 Crores), Mega (FCI above 250 Crores), AND Ultra-Mega (FCI 1500 Crores) EV Units

FCI means Fixed Capital Investment
  • Capital subsidy of up to 20% of Fixed Capital Investment (FCI).
  • 100% net SGST reimbursement for 5 years.
  • 100% stamp duty exemption.

(2) For MSME (FCI 10 Crores to 100 Crores) EV Units

(a) Micro EV Units

  • A capital subsidy of 30% of the cost of capital provided the subsidy on building/office is restricted to Rs 5 lakh.
  • 100% net SGST reimbursement for 5 years.
  • 100% stamp duty exemption

(b) Small & Medium EV Units

  • A capital subsidy of 30% of the cost of capital provided the subsidy on building/office is restricted to Rs 10 lakh.
  • 100% net SGST reimbursement for 5 years.
  • 100% stamp duty exemption.
  • Price preference at the rate of 15% on the purchase made by the Government Departments is available to the registered Small- Scale Units.

(c) Utilities

  • 100% electricity duty reimbursement for 5 years.
  • Support in construction of effluent treatment plant (ETP) with 50% capital subsidy

Charging Infrastructure Incentives

(1) Private Charging Stations

  • All new and renovated non-residential buildings, as well as individual and other residential buildings, Co-op, Group Housing Societies and colonies managed by Residents Welfare Associations (RWAs), with parking demarcated for more than 10 equivalent car spaces (‘ECS’) will need to have at least 20% ‘EV ready’ ECS spots with conduits installed
  • All housing and commercial establishments shall compulsorily register with Goa Electricity Department for installing charging stations with designated parking spaces. Additional duties on electricity will be waived

(2) Public Charging Infrastructure

  • For the implementation of public charging infrastructure within Goa, a Working Group on Accelerated Rollout of Charging Infrastructure in Goa (‘Charging Infrastructure Working Group’) to be establish by Department of New and Renewable Energy and Goa Electricity Department, along with Convergence Energy Services Limited
  • The key objective of the Goa Electric Vehicle Policy is to provide accessible public charging facilities within 3 km travel from anywhere in Goa
  • Govt. of Goa shall provide a capital subsidy for the cost of chargers installation. No operational subsidies shall be provided for operating the chargers

Capital Subsidy (Goa Electric vehicle Policy)

  • The State Government will incur all electricity infrastructure cost, up to INR 8,00,000/- associated with installation of EVSEs and charging stations
  • In the case of solar-powered charging stations, the state shall provide a 20% capital subsidy for installation

EV Fund, Administration & Nodal Agency for Implementation of EV Policy

  • To create an umbrella, non-lapsable ‘State EV Fund’, to be funded through the air ambience fund, levy of additional taxes, cess, fee etc. on inefficient or polluting vehicles.
  • Department of New and Renewable Energy shall be responsible for administration of the policy including constitution of State Electric Vehicle Board & to establish a dedicated EV cell, and develop an intensive public outreach programme focused on creating awareness about the benefits of electric vehicles and key elements of the policy
  • State Electric Vehicle Board constituted with officials from various Department will be the Nodal Authority for Goa EV Policy implementation
  • A High-Power Committee will be constituted at the state level to monitor the implementation of this policy and develop procedures and modalities wherever required
